I dont know what your calling a hooter valve if you have a non turbo.
Windshield lines connect to a port on the long strip of plastic at the back of the engine bay.
There is one line from the intake manifold that travels towards the wheel well with the windshield washer line and connects to the evap. canister. Then there is another small line that connects from the intake manifold to the valve cover. Then I big line connects from before the throttle body to the valve cover. Then there is yet another line that connects from the intake manifold to the fuel pressure regulator underneath the throttle body.
