That is a bit low for a 9000, but not out of question.
One thing to check prior to this is the timing chain tensioner. Is the tensioner working properly or is it gunked up with sludged oil? If the tensioner is not extending to keep the chain tight, you will get the slapping sound under the valve cover.
I see you already replaced the pad under the cover, which is a sort of bandaid to the sound. The real problem is the chain is loose.
For perspective, I have done timing chain, guides, balance shaft chain, tensioner and guides on a 9-3 with only 74,000 miles. The tensioner was extended all the way, the guides had deep grooves. The balance shaft system was so worn, the engine would vibrate like mad over 3k rpm. The reason, sludge. It slowly destroys engines.
I have a '99 9-5 in the shop now with 103k miles. Same story, sludge in pan and pickup screen. All the timing and bs components are trashed.
Does not always come down to mileage, but also care and maintenance.
I figure for $400, he is going to just roll in a new chain and not change the guides. Be careful doing this as you will have little to no indication how worn the BS components are. The bs chain can fail and take out your new timing chain.
