New NGKs, but how are the gaps? with my 2.3 NA ('92), I find that too big a gap can give poor performance. Re-gap the plugs, sticking to the low side of the range.
Next, how do the plugs look? Stark white of lean running, or darker of rich running? Do all the plugs look the same, or does one stand out? (Indicating a problem with that cylinder).
After checking the plugs, and putting in a fresh air and fuel filter, see how it feels. If the car still feels slow, how does it feel slow? If does it feel like it is 'ignoring' your gas pedal inputs at low throttle settings? Hesitation off the line? Then I'd suspect a bad AMM. They get tired over time, and 20 years is a good long time. It doesn't have to be failed, but if it starts to mis-report the amount of air, then the LH will send the wrong amount of fuel. You'll get the wonderful combination of poor economy and poor performance.
If the plugs look really black, suspect a leaky FPR.
