It's probably not the cooling system, for a few reasons. First, in the '95 and newer, the EDU software damps out variation in the temperature reading. Second, the thermal time constant of the sensor is much slower than 5- 10 seconds - so you wouldn't see 'bumps' that fast.
As the others have noted, look for a poor connection to the temperature sensor (on the side of the block, near the thermostat). The other place could be the EDU circuit board isn't seated well. The EDU drives the gauge. This isn't a fun fix, because you need to remove the dash cover to access it. So look at the temperature sensor first.
