When you checked the fuses, how did you check them? Do they look OK? If so, replace both (Fuse 1, fuse 17). I've seen plenty of fuses where they looked just fine, but didn't pass current.
If that doesn't do it, get a voltmeter. The ACC has two connectors - you're looking for the smaller (12 pin) one. Pin 1 should have 12 volts on it all the time, key on or off (fuse 17). Pin 2 should have 12 volts when the key is on (fuse 1). Measure the resistance from pin 12 to ground - it should be 0 ohms (or really darn close- it's the ground connection).
If you don't see power on pins 1 and 2 when you should, start tracing back to the fuses. Most blade fuses have a little cut-out that allow you to put a meter lead on the fuse. Make sure you see 12 volts on fuses 1 and 17 when you should. If not, you've got a problem in the fuse box.
Swapping out two units and no joy implies no power or no ground.
