If the ABS light is on but you get brake boost and it passes the Accumulator test, then the problem probably is just a sensor. Replacing it will be a hundred or two bucks. If there is no brake boost, then the ABS pump/MC is bad and the cost to repair will be many times the worth of the car.
The lack of boost and leaking radiator are a real concern. Yes, you can replace the radiator, and all might be well. Or the engine has been run low on coolant a few times, and the head is as flat as Nepal and the turbo bearing has spun. Lack of boost can be quite a few things - a few are cheap, and a lot aren't.
Taking a car with no boost and a suspect cooling system and using it to tow is not a good plan. More so with suspect braking.
A '91 Turbo is a very nice car. This one has obviously seen a lot of non-maintenance, in that the PO has been limping it along. Assuming $600 to bring it up to running condition with these known problems is a little past optimistic and into the self-delusion realm.
As an example, I picked up a '97 with 100K, and complete records showing every maintenance item, by the book. It was in excellent running condition, and it still took me $500 in incidentals to get it up to snuff (new front brakes and rotors, and the belts and pulleys were due.) And it had fresh tires.
Without more information, I'd walk away. If I knew the reason for lack of boost, I'd still be wary, because you don't know what other issues will surface once you get full power. At a minimum, I'd expect to drop at least two grand into it.
