Two possibilities-
(1) bad ground at the tail lights. Pull the carpeting away, and follow the ground wire down to the chassis. Undo it, and clean up the contacts. Also check the wire to the tail light circuit board.
(2) Wrong Brake Light bulb. One set of brake light bulbs are dual filament. One filament is for the brake lights, the other filament is for the rear running (aka 'parking') lights. If the bulb gets replaced with a single filament bulb, you essentially connect the brake light system to the parking light system - press the brake, and you energize it all.
