There is an ignition pulse amplifier in the relay panel behind the glove box. If you drop the panel down, there are two rows of relays at the back. The IPA is in the second row from the back, second in from the right.
The trouble is that the coil/distributor/ignition amplifier (on the fender) all work together. The ignition amplifier sends pulses to the IPA, and from the IPA to the tach.
When the key is in the ON position, you should see:
~12 volts at the coil and pin 4 of the ignition amplifier
~12 volts at pin 147 of the IPA
~12 volts on both sides of fuse 13 (fuse has power and is good)
~12 volts at terminal 4 of the service socket (left fender, up by the windshield; terminal 4 is at the 10:00 position on the round socket).
Make sure that the ignition amplifier pin 2 is grounded, and pin 31 of the IPA also has a good ground.
When cranking, you should see pulses on pin 5 (12:00 position) on the service socket.
