How did he check the relays? If he swapped them for know good ones, that's important to know.
The obvious places to look -
Make sure both high beam fuses are OK (simple stuff).
Pull the Low Beam relay in the relay box in the engine. Do the low beams go out when you hit the high/low switch? If the low beams go out/come on, then the high/low beam switch is working, and the headlight relay (which controls highs and lows) is working to an extent. I'd suspect the filament monitor, specifically a bad solder joint. Pull out the filament monitor, and jumper pin 4 to pin 8 on the socket. If you get the high beam indicator to work (and the left high beam, also), then the problem is a bad solder joint inside the filament monitor. If the high beam indicator/left headlight doesn't work, suspect a bad main relay.
