Yes, anytime the voltage fluctuates drastically, and especially if the headlights get brighter and then back to near normal quickly... the voltage regulator is a good bet. the VR shorthand. it's called a regulator because it keeps the voltage within a range, even though the alternator RPMs vary because it's directly attached to the engine speed.
