Both lights are on if the brake fluid level is too low, the ABS pressure is too low, or a sensor THINKS one of those is happening.
When the car has been sitting for a while, open the hood and check the brake fluid level in the reservoir. It should be well ABOVE the FULL line. Start the car and wait. The level should start dropping. If it does, the ABS pump is running, despite what you hear or don't hear. If the level isn't dropping, the pump isn't running. I suspect the pump IS running, because the ABS pressure isn't going to go from nothing to full in the time it takes to hit the brakes hard.
The level should keep dropping until it hits the FULL, and then stop. At this point the ABS pump should stop running, and a little before that, the Brake Fluid light should have gone out.
If the level drops and the pump stops, but the ABS AND Brake Fluid lights are still on, it's a sensor problem. Bang on the reservoir a little - if the light goes out, you've got a sticky brake fluid float. Also try wiggling the connector on the side/just under the plastic body of the reservoir. Otherwise, I suspect a sticky low pressure switch. There are three pressure switches - one to turn on the pump(140 bar), one to turn off the pump (180 bar) and one to turn on the light (105 bar). They are all part of the same pressure switch assembly.
