The voltage to the compressor clutch takes quite a route. It starts with a signal from the ACC unit, and goes through various switches and lockouts to drive the AC relay. The relay is the last step, switching voltage to the clutch.
A very likely reason for no voltage at the clutch is low refrigerant pressure. See this post:

You can ignore the part ACC/manual - your '97 has the ACC. But you can get to the pressure switch. If it's open, the compressor clutch won't pull in.
You can just jumper the relay contact points - pull out the relay, and put a jumper into the socket - to see if the compressor clutch pulls in. I wouldn't do it for long (more than about 10-15 seconds) because if you're really low on refrigerant, it can damage the compressor running it longer. The fat line from the compressor might even get a little cold.
I'd put my money on low pressure. There are a lot of other possibilities, but low pressure is the most common, by far. One day the pressure was just high enough to close the switch, the next day the system was just low enough not to.
If you do get a recharge, I recommend getting tracing dye injected. Last year my '97 AC conked out because of low pressure. I had it recharged with dye, and it ran great for a year. This spring, the AC stopped working again. Because I had the dye injected, the shop was able to see where the leak was (expansion valve). Now, hopefully, I won't need to recharge next spring. Dye doesn't help for a leak up in the dash evaporator area, but it does handle the stuff in the engine compartment. Just a suggestion.
