The circuit really does draw more current for a while until all the always-on consumers get down to their quiescent current draw. Early on capacitors are charging up. There's live electronics out there, so a simple DC current measurement at a known voltage (which is what your resistance measurement does) is probably not going to tell you much, although you should see the resistance increase as things charge up.
A cheap VM (doesn't need to be digital) will do the trick if you use the bypass until the initial current rush is over trick.
