The "TPS short to ground" indication, combined with good resistance measurements of the TPS with the throttle removed, points to a possible wiring issue or ETS computer problem. I would run the TPS resistance measurements at the ETS connector to see if they check out (as is described in the TCS Manual). This would tell you if the wiring from the ETS to the throttle is good or bad.
I assume you have verified the correct operation of the TPS safety switch (Pins 3/5) on the throttle. It should read ~27K closed and change to 500 ohms as you open the throttle. You also need to verify that the TPS motor (pins 1/7) show a continuous reading of less than 200 ohms as you move the throttle through its range. If you ever see the ohmmeter go open, that tells you that you need to rebuild the throttle, giving the internal motor/brushes a good cleaning.
