It probably was procedure for him to run your license and plate and to write something up. It's a pain for you, but probably policy to cover their asses and increase accountability, which probably isn't a bad thing. Imagine the mess if you had a warrant out and went on to commit a crime and it turns out you were pulled over by a cop that same day? I don't doubt the guy could have handled it better interpersonally though.

However, I'm suprised reverse lights are a 'primary offense,' meaning something you can be pulled over for. Here in NC they're not In fact, they're not even required for inspection.
