Assuming your turbo is okay one possibility is you're leaking boost somewhere between the turbo and the throttle body. Check hoses and hose connections, especially the 90 degree hose that attaches to the throttle body. Careful, it is expensive and fragile. You're looking for a little leak, maybe a crack, the kind of thing that is hard to find when it isn't boosting. Also, blow into the hose connected to the hooter valve. If you can move air, the diaphragm is shot and you need to replace the valve.
The other possibility is your system is doing exactly what the ECU is commanding it to do. Meaning it has detected a knock or misfire. That would most likely be worn spark plugs, gap too wide or not enough octane.
