Both my 9ks do this. I agree with Marvin, you have to just get good at what it takes to seal it up using the switch. In our '94 I've got it down to..raise it to the slanted open in the back position. Then hold the button till it closes and stops on its own. Then hit the swith (as if I was trying to open it all the way) twice as quickly as I can. Works every time, noise goes away. On that car we have a wind deflector and that makes it's own wind noise, but is different from the one the seal makes.
