I can't recall any solenoid on the drivers fender. Sounds to me like you're talking about the bpc(apc) valve mounted on the radiator as it has 3 vacuum lines going to it. One goes to the turbo, one to the wastegate(the middle of the 3 hoses) actuator and one to the intake pipe/tubing which connects to the turbo. These vac lines are larger than the majority of vac lines running throughout the engine bay.
If that is NOT what you're talking about the only other thing I can think of is the turbo bypass/blowoff valve. It would be connected to the intercooler/throttle body pipe. It would have a smaller vac line going from it to a T which is located towards the firewall in between the battery tray and the engine itself. The T would then have vac lines that run A)through the firewall and B)to the intake manifold. If neither of these things is what you're talking about them hopefully someone else knows. Hope this helps.
Also, when you say drivers fender, do you mean driver side US...that can make a difference. If you turn the key until you get lights in the cluster, watch to see how many times the CEL blinks. Then take the info you have and search on the board for more info. Even though a vac line has fallen off your CEL may not be related. Good luck.
