On your '97, as someone else has mentioned, the second bulb in the corner lamps is for reversing. Those lights should only come on when you engage reverse. These light up the area immediately to the side fo the front of the car so you don't swipe anything. I think it's a thoughtful feature.
The earlier 9000s (up to an including '92) lit that light up when the corresponding turn signal was flashing to illuminate the lane/space you were turning into.
As to the fog lights, the chrome reflectors are notorious for not aging well. As Bill mentions, the bulbs might be over-drawing current, causing the smell?
