I fitted the arm on Sunday, and the rubber bushing does not go on the pin on the arm to hold the wire. There is no room on the pin once the wire end is fitted. There was also no existing clip on the wire end to hold the wire on the pin, nor does it look like it would need one. The wire end has about 6 turns that fit snugly on the end of the pin. Perhaps later years (my car is a 1991) have a different arrangement.
Another suggestion was that the bushing was fitted to a nub on the housing to serve as a bump stop. There was no place to put the bushing such that it could serve that function. For now, the bushing is in the "spare parts" can.
