The top itself can be raised and latched, and the tonneau cover can be opened manually, but you cannot get the 5th bow to latch without the motors working. So your fifth bow will be flappin' in the breeze without motors to lock it down.
If you fast forward to '99 (when it was redesigned as the 9-3), you get a completely hydraulic top system that is much less problematic. Other than that, the '95 is a solid car.
