All that a "break out box" is is a box with test points for some number of contacts, and two connectors that connect inline to an ECU. There are usually no active components inside. The test points are numbered according to the pin numbers of the connectors, and the connections are straight through (e.g. 1 goes to 1, 2 to 2, 3 to 3, etc.).
It provides for an easy method to test a values coming into or out of various ECUs, without having to disturb the main connectors, or work in cramped quarters.
Saab had a couple BOBs. One of them had about 50 test points, and you had pairs of cables that were used for various ECUs. One box, many cable sets. The hardest part about building one is acquiring the female side connectors. The male ends can be gotten from any junk car.
