The tamper proof screws won't budge for love or money. You can tap out the plug without loosening the tamper proof screws, and then tap in a replacement plug.
The plug is ferrous and sits in an aluminum enclosure. There's a band of rubber-like material around the perimeter of a new plug. You can make an impression in it with a thumb nail (it springs back). I think that after so many thermal cycles and oil exposure this perimeter material fails and the plug leaks. Saab switched to this plug sometime around '94 or '95.
Earlier models had a larger external aluminum plug with a rubber o-ring that is held in place with a Y-shaped bracket. It works well and can be serviced (replace the o-ring as needed) without removing the valve cover.
Part numbers:
30539721 is the plug.
7519143 is the o-ring ("Sealing Ring").
8362287 is the Y-shaped bracket.
8082950 is the bolt that holds the bracket, possibly superceded by the 9166323 bolt.
I installed the old style plug in my '96, and it's an easy retrofit. The head is already threaded to receive the bolt.
