Take another look at the tranny governor seals. Either they or the governor valves may have an issue. Reverse can be affected by high governor pressure. There is a feature that prevents reverse from engaging if the tranny thinks, via governor pressure, the car is moving more than so fast. The governor seals may have been damaged when installed, the governor valves are sticky, or the car was driven fast in reverse for some distace. Going fast and/or far in reverse fries the governor seals, a weak point in the ZF tranny.
