I found this advice when I had the same problem 2 years ago:
Try this relay test - turn on your hazard switch, note than nothing happens, then give a nice firm whack to the dash below the airbag but above the fuse panel. Your hazards will probably work for one or two cycles and then stop again. Then you'll know it's the relay.
The hazard circuit is always on, so pull the fuse (#22 on my '96) to unpower the circuit before removing/installing the relay.
When mine failed I had turn signals but no hazard flasher. I didn't have any luck reflowing the 7 big solder pads where the blades connect to the board inside the relay. You might try reflowing before buying a new one, maybe you'll have better luck. I installed a new one 2 years ago, zero problems since then.
The relay is Saab part number 41 14 971. KAE makes a clone, part number 3.107.110 (Part Code: 4114971 at eEuroparts) that sells for less. I went with the cheaper clone. In use it is little louder than the Saab part, but not annoying to me.
How to access after pulling the fuse:
The relay is on a panel that is attached to the rear side of the fuse panel. Remove the plastic assembly that covers the fuses and which includes a piece of black carpet above the passenger's feet. On the back side of the plastic assembly is a white diagram that explains the function of each relay. Unsnap the plastic air snorkel on the right side where it snaps into a shiny metal bracket, and let it drop down (it can remain attached on the left side). Remove the 2 black torx screws located above the fuses. Take those 2 screws out and the whole relay / fuse panel will drop down in the front. A shiny metal bracket with two hooks supports the rear of the relay/fuse panel. The relay/fuse panel pulls towards you about 1/2 inch and then can be lifted off of the hook. The hazard/flasher relay is a large white relay at the back of the relay panel, marked as position N.
