You might be getting full boost but have vacuum leak so it doesn't show on the gauge. Then if the BPC is dead (which is what this sounds like) you wouldn't see it on the gauge. The BPC, BTW, seems to die in two ways: overboost or limiting the car to base boost. Have had both on my '96.
Go to AutoZone or Advanced and get about 8 feet 4mm or 5/32" vacuum hose and replace it working from the hooter valve. There's a section of hose on the back side of the engine that goes to a T or Y fitting that joins the hose from the hooter to a section that goes into the false bulkhead. Then behind the bulkhead is another section that runs into the cabin and the actual gauge. Replace all of it. The last section going to the gauge is the hard one, as you have to remove the dash top, so you can probably skip that. But do all the other pieces. Do the ones from the MAP sensor and fule pressure regulator if you have any doubts, but I've never seen the MAP one fail.
As for a turbo parts diagram, I don't know of one (except the parts schematic at eEuroparts), but you can see the whole thing from above and below the engine:

> The turbo itself
> Output hose to intercooler
> Hose from intercooler to intake manifold (including the section with the hooter valve)
> Hoses from the BPC to the turbo, wastegate, etc. (Make sure they go to where they are supposed to: They are labeled on the valve --under the hoses when they are on the nipples-- as W, C, R (Wastegate, Compressor housing, Return). It's kinda obvious which goes where if you look at it for a minute or so.
