my 97 had a wiper issue from when I first got it several years ago. Wipers would not turn off. Only removing the fuse stopped them...tricky to do in traffic :-)
Indie claimed it was the Wiper switch itself.. there is a wee plastic bump in the mechanism that signals the relay to shut off. This bump typically wears down a very small amount and consequently there is no signal. (in Arizona with infrequent wiper use this may not be an issue, unlike the Pac Northwest where rain is almost every other day, year round)
Don't know if this is your problem at all.. just saying that it is a possibility.
Suggest starting with fuses, then condition of Wiper motor itself (sticky siezed?, then Relays, although that's unlikely as front and rear have separate relays (they are identical..consequently interchangeable, if that helps) Last is the switch. Which is rebuildable... if.. you have spare/donor parts on hand and a day to experiment.
Or just buy a fresh one from Eeuro. Used is not often a clever choice on this one.
