There is a servo motor on the air distribution box under the dash that's activated by the ACC. If the ACC is faulty, or that servo is dead, then you won't get heat. This happened on my daughter's '95.
("DAD! it's 10 degrees out and I have no heat and I still have 3 hours to drive before I'm home!")
HOWEVER... this failure did not show up as a fault in the ACC. If you have another ACC available try it to see if it changes anything. If you don't have one, pull the ACC and maybe the radio and look straight into the dash. Grope a bit and you'll find a stiff wire on a little plastic arm--the other end of the wire is on the arm that moves the flappers in the blower housing. The wire under the dash is attached to the arm on the servo motor in the air distribution box.
GENTLY try to move the arm. It's plastic and will break if you aren't careful. Gripping the whole arm between thumb and forefinger helps. Thee will be resistance from the gears in the servo motor. Move it in whichever direction it seems willing to move... I forget whether it's forwards or backwards. Did I mention being GENTLE??
Leave it in the position that will get you heat and run that way until you get a good ACC or can replace the servo. Hopefully it's the ACC, because they go for $50-$100 used and are a 2-3 minute job to replace. The servo is much harder to do.

BTW, if your heater core is leaking, you may be able to use some stop leak stuff like Barr's if it's a minor leak. Worked on the '95 for a few years, but if you can spring for the $155 for the core kit, just do the job. It's awkward but not hard. There's a procedure I wrote in the FAQ section of this site.
