Just finished troubleshooting the high beams on my wife's '95 CS. Tried everything mentioned in the forum; checked relays, stalk switch, fuses, flowed solder joints. Finally found the fault in the red/white wire that runs from the stalk (terminal 7 -S- on the black connector) to the S terminal on the headlight relay. The wire had gotten corroded (don't know how, as I couldn't see any evidence of a break) just below the female side of the 24-pin connector that sits behind the left headlight. Spliced in a secondary and ran it up through the gasket on the bottom of the fuse/relay box. Sealed it up with heat shrink tubing. BTW, the electrical diagram book I have mentions the 24-pin connector, but the diagram does not show this lead passing through it- looks like a straight connection from stalk to relay.
