You do not need to remove the wiper motor to get this bolt out! The bolt s/b on the interior side of the car
It can be done from the inside of the car. You will need a 12mm socket and some long extension bars.
To get to it, here is what you will need to do.
1)Take off both A-pillars, front speaker covers and remove the dash pad top
2)Take the whole instrument cluster out of the dash
3)Remove the steering wheel trim cover (both top and bottom pieces)
With the dash top and instrument cluster out, you will see the back of the steering column mount on the firewall. There will be a round stamped hole in the center of it. Inside this will s/b the top bolt for the pedal cluster bracket.
Now look through the side of the exposed steering column towards the firewall until you can see the round hole with the bolt. Take the 12mm socket and feed it through the opening in the side of the steering column until you get it on the bolt.
That's what I did when I had to switch the bracket out with my 5 speed conversion in my car
