For a grand, especially with a set of studded snows, that seems like a fair deal, assuming you want to do your own wrenching on the heater core and ignition switch. Both are common problems, and both are fairly inexpensive DIY jobs. The heater core SUCKS, there's no sugar coating it. Its just a pain in the arse to get to, and most of the time, when people do a heater core OR blower motor, they replace both, since you have to remove the blower motor to do the heater core, and its a lot easier to do the job once versus twice.
Miles are low, Low Pressure Turbo is nice, as the motor hasn't seen crazy boost, and everything else seems about right for the age. If you are going to have a shop do the repairs, get quotes first and negotiate accordingly.
