CORRECTION!
Brain fade!!!
The torque converter bolts CANNOT be accessed by removing the inspection cover/plate.
Torque converter bolts ARE accessed by removing the starter on B234 engines from 1994 and newer.
(The starter top securing bolt head is on transmission side and bottom securing nut on the engine side. Use a 27MM socket and breaker bar to rotate the crank pulley nut until the torque converter bolt is centered in the 19MM socket notch in the starter opening of the mounting plate.)
