You may be the first one I've seen this year with this question but it comes up a lot. Gasoline has less energy when it's cold and your mileage goes down at least 10% or more in the winter. Not to mention northern climes usually switch to a blended "winter fuel" to reduce smog/emissions so that has an impact.
As for the vibrations could be unrelated but this is my guess as to the MPG.
