Unfortunately, 2 years ago they started to demand that the charcoal canister system should be working on pre OBD2 cars as well (76 to 95).
It's called LPFET test.
Some cars are exempt for example if the charcoal canister is too difficult to get to for applying and pinching off hoses to test the tank system. I'm not sure if the 93 9000 is exempt or not and a lot of time, the smog shops don't know either until they might look it up. But most of the time, they just do the same test on all cars no matter what since that is quicker that trying to read up on each of them.
This have angered some car owners since now the car might pass the tail pipe test but suddenly fails the tank test.
Technically, yes, the system should be working since it was installed from factory but honestly, few cares about the environment when they get the price tag presented to them what it would cost to comply. Especially with a system that could be fully removed and you would not notice any difference at all in performance of the car.
