Strange boost...

The car is a '93 Aero. When the car is Ideling, the boost is actually higher on the gauge (about a 1/4 inch from the yellow line) than if say Im, coasting down a hill or, doing 70 on flat highway (the boost will drop to middle-ish green). Is this normal? Also, sometimes (but not always) I get fluctuating boost going up hill while excelerating. Usually 3rd gear, half to 3/4 throttle. It kindof of wavers back and forth a tad (nothing too alarming) Other times I will be in say, 5th gear and go to pass or resume cruise control and get my foot into the pedal and it will boost all the way into (or sometimes past!?) the red and hold steady with no fluctuation...
I have read about faulty BPC valves being cleaned and ECU's being reset but Im wondering if maybe I have a vaccum leak somewhere...
I have replaced all vaccum lines recently except for the one that comes out of the top of the throttle body (ETS) and one that goes off of a plastic y adapter and seems to dissapear into the firewall... Mainly becuase I dont know what it would take/didnt want to mess with the throttle body (scared :P)
Any suggestions? I will try cleaning the BPC valve
