I doubt it. The car has been making some boost lately; recall that the Low Pressure Turbos, which are limited to base boost, do make 170 HP, which is still somewhat powerful, but nowhere near the feeling of ~210+ HP that I'm used to (Garrett turbo with Aero ECU).
You're correct that there is little point in high power in Evanston, or for that matter most anywhere else in the North Shore suburbs (sorry all you Porsche drivers...). The boost made itself apparent the day after I filled up while on I-94 on my way back from work near downtown, boost needle went solidly into the red, as it used to do.
Over the weekend prior to this week's fill up I did connect an Ohmmeter and measured across the BPC coils, all was well, thought that I had a leak or who knows what else limiting boost. I still suspect several tanks of gas not living up to their octane ratings was the cause of the previous lower performance..
