I really think so. When I read complaints about harshness and the HD struts, almost without exception the HDs are combined with sport springs. Most of the time both the springs and the struts were changed at the same time. If both are changed at the same time, then its hard to know what to blame or praise. With stock springs the HDs are comfortable. The HDs are not inherently harsh.
Progressive springs like Intrax have a variable spring rate. Softer for light bumps and mild cornering, then firm for hard cornering. But progressive springs deliver the "hard cornering" spring rate when you hit a big hole or bump. The soft spring rate is completely used up and it gets into the firm, and that feels harsh. A softer damper in the strut will be less able than the HD to dampen the spring's energy.
If you have poly bushings you could first try going back to rubber to take the edge off of the harshness. Maybe that would be just enough to make your strut/spring combination tolerable at Chicago.
