I agree with Noel's assessement of high resistance or a weak connection between the flasher relay and the fusebox terminals.
Get out your soldering iron. Remove the flasher relay. Carefully pry off its plastic cover. Touch the heated soldering tip to the solder on the top side of the relay pins until it turns shiny, then take the tip away. Use a fingernail file to remove corrosion from the relay pins. Re-insert and test the flasher relay in the before refitting its cover. If still inop, replace it.
This operation was succesfully performed on my brother's 1996 CS as well as my own.
