If that's happening, you have a problem somewhere with either wrongly routed vacuum hoses or a binding throttle body.
The throttle arm will never stay out (vacuum holding) with engine off.
The quickest way to test is to pull off the vacuum hose at throttle. If the arm retracts, you have a problem with your vacuum hose routing or bleeder valve.
