No motion on the boost gauge signals a vacuum leak. A hose off will do this, so will a bad hooter valve. It's easy to have the one going through the false bulkhead not get connected
No boost is more complicated. Don't assume your tech didn't have a brain cramp.
Are the hoses from the BPC routed correctly to the turbo, wastegate, etc? Are the hoses in good shape? How about the big connector hoses to/from the intercooler? Are they connected properly?
Did the tech maybe stuff a rag into the intercooler intake to keep dirt out--and forget to remove it?
Does your wastegate seem to move okay or could it be stuck open?
Pull the hoses intake and outlet hoses off the turbo and see if the impellers spin.
I seem to recall there being a fuse that affects the BPC... is that OK?
