There should be very little oscillation in the shock if it is doing the job it was designed to do. If the oil has leaked out then it will be moving quite a bit as it only has a spring to react to forces in the mechanism. It will probably keep the belt tight but it may prematurely wear your belt out. You should be able to release the pressure with a 19mm attached to a breaker bar but sometimes they come apart when fully extended.
