What makes you think the engine is blown? Not questioning your diagnosis, just that losing the whole engine is rare so it might be worth confirming.
You could probably sell it for more than a $1k, but of course whether it's worth the hassle to do so is up to you. Could you pull the seats and wheels before turning it in to the state?
I'd also get some quotes for swapping a used engine. The engine should be cheap (any '94k+ turbo motor will work if you swap your turbo) and there are many good techs in so cal, so it might not be as expensive as you expect.
