Shocks and bars do different things.
Shocks are primarily for controlling vertical motions. Sway bars limit body roll. In fact, the correct name for them is anti-roll bars.
Stiffer shocks and springs do limit roll to some extent, because shocks and springs compress under cornering, but it is the bars that help distribute weight more evenly between the tires.
The nice thing with bars is that they don't have a huge effect on ride quality, so you can run a softer spring and shock and still have excellent handling because the weight transfer in cornering is helped by the bars.
Add poly control arm bushings and it's really pretty good.
