OBD2 is a standard interface(software requirements), but not all technicians use a scanner that supports the communication formats that Saab and VW/Audi use. The Actrons and Innova units do support ISO 9141 which is the comm protocol Saab uses in 9000s.
The Actron 9180 I have shows the status of these monitors:
Misfire
Fuel System
Comprehensive components
Catalyst
Heated catalyst
Evap system
O2 sensor
O2 sensor heater
EGR system
not every engine has all of these readiness monitors.
The 9180 also supports the CAN communications protocol, used by later model cars beyond 1998.
