It can be different for different year, model and brands.
Proper coolant temperature and working thermostat from cold start is one that needs to be met in most cases.
Completed EVAP test is another for some cars as is SAI system when a car is equipped with that.
Lazy oxygen sensors can stop the O2 from running and subsequently also the cat test.
Readiness monitors are much more finicky than the C/E light requirements.
On the Volvo 850/960 96-98 using the Volvo factory scantool, we have about 36 different fault code numbers that can be monitored going from unchecked to checked where after the car is running its own readiness check. So in those cases you can see minute by minute during the test drive and stops when and how the car is checking off each system.
Catalytic converter is always the last to clear.
