What is the voltage at the clutch, it should be near 12V. The voltage for the clutch enters the clutch - small fan relay at pin 30 and goes to the clutch via pin 87B and pin 87 for the fan. Check there first.
The anti frost circuit is separate from the clutch circuit, other than they are both connected to the engine ECU. The ECU grounds the relay coil for the clutch - fan, and senses the level of the anti frost and other control switches. 2.5V at the freeze switch does not seem right, it should be near ground or 12V. Opening the frost switch circuit should stop the fan - clutch.
