When troubleshooting boost issues I have found the following test useful. Temporarily disconnect the W hose from the BPC (the middle one). Take the car for a test drive and accelerate briskly, but briefly, in 4th. If the turbo is working properly this should result in an over boost situation which you should feel and (if your boost gauge is working properly) see as the gauge moves into the red. If you get overboost (that means the turbo is working) it points to the BPC as a problem or potentially the ECU. IF no overboost then the turbo system has a problem (wastegate disconnect, vacuum leaks, bad turbo etc)
Do a search - most of us have been down this road.
