I had the tank lowered a couple weeks ago, when I was replacing the parking brake cables. The straps at the only thing holding the tank up. If you have one broken, the only thing holding it now is the one remaining strap. The tank would probably rest on the rear axle if both straps broke, but it would fall down several inches.
The straps are easy to replace, if you don't have tons of rust on the bolt. You need to get the rear wheels up on ramps, then support the tank with a jack and 2x4, or something to distribute the weight. There is a single bolt that holds each straps (at the rear end of the car). The other end of the strap kinda plugs in. There is enough slack in the fuel lines and wiring to lower the tank at least 6 inches, probably more.
Anyway, if the other strap breaks, the tank is gonna be resting on the axle and suspension... not a good scenario.
