If it would in fact be the bolt and washers leaking I would think that tightening the bolt a little would do the trick.
I suspect that it is the o-rings up by the water pump housing and engine block that is weeping and the coolant trickles down the pipe and accumulates right at that banjo bolt.
I looked at a 95 9000 this week and used compressed air to blow dry the area because it looked at first to be coming right from that bolt but it was the upper o-rings.
