i can sympathize. recently went thru the same issue with my son's 97 aero. it is highly likely, as has been mentioned, that the lower shock bushing is shot. so yes, the bolt that holds both the shock and the sway bar is probably rusted in place and will need to be cut off(unless you're really lucky). this will, of course, necessitate the replacement of the sway bar bushing, which in turn will require the removal of the sway bar and the subsequent removal of the same bolt on the other side of the car. that bolt will also likely be rusted and, in the removal process, you will destroy the both the shock bushing and sway bar bushing on that side as well.
after spending literally hours replacing the sway bar bushings i found it psychologically easier to simply buy new rear shocks rather than try to install new shock bushings. alternatively, you could have a machine shop, dealer, or local indy install the bushings for you. good luck.
